You don't see manga, you READ it. I think you are talking about anime.

Wrong section as well.

And yes, 13 episodes is very short to cover what the manga was. The anime only reaches about half the story in the manga, which is unfortunate. There's been no announcements for a second season anywhere, but I do hope one comes soon.

Actually, I think its best for them to wait for more manga material than to quickly zoom up to where the manga currently is. If there's any hope for a S2, they'd have to give the manga enough room to expand more. If they cover all of the manga now, S2 would be a long way down the road. It's too early for a greenlight on S2 yet, but I'm sure KyoAni will pull out a S2.

Azuma said something about not wanting Yotsuba animated. Something about it loosing its humor in animated form, particularly the duplicate frames that appear quite often.

FLCL was an OVA series, and was actually more experimental. Gainax used some art styles from FLCL in their future works, such as Gurren Lagann and Diebuster (sequel to Gunbuster and semi-parallel to FLCL).

Diebuster and Gunbuster were both only 6 episodes as well.

That said, it's not too odd for series to end in 13 episodes. There are plenty of other series that end at that point. Mostly slice of life comedy, since there's no plot to expand on, making it easier to just drop the viewer off so early.

Each chapter of the manga is about 8 pages long. There are currently 40 chapters I believe. The anime manages to cover about two chapters an episode, I think, though, which is amazing.
