I dont know why all your builds max mastery first. 30 to 40 goes by real fast so we are probably discussing a very small time frame in the overall build, but I put my first 30 points into Storm Break (or w/e its called) and I haven't regretted it. 6 monsters, 100% kb, really good dmg. I would take that over a more stable 3 monster storm breaker attack anytime.
I was hunting lidium til lvl 33, then I went to cold eyes for 2 lvls, and those lvls went by super fast with storm breaker. Now I am at cpq and max storm break is awesome for fighting those mobs.
I am lvl 38 now and have max storm breaker and I plan on maxing mastery next.
Summary: I would take a max storm break w/o good mastery and booster over good mastery and booster with weak storm break.
After this just max Booster, Soul Arrow, and dump all the other points in Storm/FA. I might leave Soul Arrow at 7 and put the rest of the points into FA though.
6 Storm Break does a lot without needing much SP, it brought my non-critical hit % per attack from 195% to 360% (if I hit the maximum amount of monsters, which I nearly always did since I was CPQing). A higher level of Storm Break also isn't really needed early on, so you're better of maxing Mastery first.
I personally found that Mastery was a null and void first skill to level, that being said i did cpq for the frist couple of levels of 3X with a friend blaze wiz, and i just threw mobs @ him with storm break but then ~ lvl 36/37 i went off and trained for real and went to Roids and Neo roids(a few lvls later) at this point i had storm break ~ maxed if it wasent and had no mastery (or liek 1 point in it) and it was amazing exp .. went 36/37-> 47 in like 2 hours and maxed mastery in the mean time. SO i would suggest storm break before anything if you have a friend u can cpq with, and even if you dont i was still kiing rather quick for dealing liek 1-1K damage or w.e it was lol.
As for a 2nd and 3rd job builds i personally went something liek this

then i plan to go something like this....
finish maxxing the 2 attacks you can use in Eagle eye mode, then max Eagle eye itself for the reduced cooldown time on it thenn throw a few into puppet followed by saving points till i can max out hurricane @ level 100(so saving points from level 94 or w/e and adding all to hurricane as soon as i hit lvl 100 and do the quest for it then go back and probally add like 10 or so to puppet again and than saving 200 points before i hit level 110 so that i can max out bow expertise as soon as possible as i hit 110 and do the quest so that i can be the most epicest wind archer ever. then going and maxing out strafe and w/e other skillz i missed
as for training i went cpq till ~ 36 then i went to roids for ~ 7 levels and moved to the roid and Neo roid map for 3 more levels till 47 after this i went to MP3 in Singapore for 4 levels and left those @ 51 to go to voodoos and hodoos (the purple ones were better) stayed there til 53 and went to wind breakers in the hidden map in the keep till i was level ....73 at which time i went to mu lung pirated and spammed arrow rain liek no tomorrow til level 76 when i went to Typhons and spammed arrow rain more and thats where i currentally train and yesterday i gained like.. 5 levels during 2X event feel free to PM me any questions you my have about a wind archer, i get bored sometimes

theoretically nothing is "needed" early on. A move that has 100% kb, does dmg to 6 monsters at once, and allows you to lvl insanely fast is pretty nice to max early on. Do your build how you want, but once you get storm break double shot is almost an afterthought.
