Must be rare... They've added some masterybooks here and there to gachapon, if you check the "new in gach" posts they sometimes have when they've patched you'll see.

It's one thing to happen from Gacha Box because they said they would add mastery books, it's a completely different thing to keep it in there forever, which it may have been since they never mentioned it being an event.
