That's the only thing I know of that requires an actual patch to fix.

Could be 120 cygnus issue + correcting several minor things (POSSIBLY Ht pendant, Servertrans + Hammer, PB Ban)

They're almost certainly not going to add any future content. It's a bugfix, and most likely just for the 120 cygnus quests.

The highest leveled character gets Blessing from the second highest leveled character, while everyone else gets Blessing from the highest leveled.
It's also limited per server, right?
A level 120 in Scania won't give level 12 Blessing to Windian Characters
