How do you appraise jewels...

That's not appraising though. That's upgrading. I want to know where the function is that has you slip in a refined jewel and it randomly spits out a graded jewel.

that is it, pick the basic form and use your normal gem or w/e you get either basic inter or advanced.

If i pick basic i put in a normal gem and it gives me a basic gem. If i pick inter or adv i need 10 of the previous grade.

It is what your asking for, just try it. I put a newly refined black crystal in and twice got back the intermediate instead of the basic.

Oh. That's weird. I didn't actually grade anything because all i had was a str crystal and i wanted to appraise it, lol.

Yeah selecting the basic option for Strenghte... only actually gives a 74% chance for getting a basic stat crystal, or 70% chance for other jewels.
