Anyhow, maybe 3ish years ago, my friend sold his level 70 Hermit with generic equips for about $350 when it was during its highest peak. Now, you'd probably get like $30 or less for an account like that.

They're losing customers who actually stick to this game, so they try to create new ones - literally.

They did put that bit about increasing HP/MP though. That shows they actually thought about this a little.

Laid almost sold his 150 hermit for $8000. now you can get a level 140 account for less than $100.

Thats the cheapest way to get to level 30 (as in unfair). Although I plan to use it in the future since I don't feel like HPQing after getting an S rank or Exchange Quest since I'm to lazy to get the items.
