To create an account, yes. If you've had an account before they implemented it (which was sometime in 2007 I believe), you can still play with it. Perhaps using a proxy can bypass it, I'm not entirely sure.

I don't think this is allowed. IP blocks were implemented for a reason.
Anyways, from what I know, no; there is no IP block to play, but there is if you want to create an account. Even so, it requires a Singapore/Malaysian ID to sign up. Players all want an IP block cos of those hackers from China. So I doubt you'll get to play long even if you start now.

Really? I was able to signup an account with all the same info I needed for GMS. =)
Nothing extra was needed... This was a while ago. I guess I'll redownload it later.
