I just watched the whole thing over the last week, and couldn't find any chatter about it in the Current Anime thread, and I'm wondering why not? It was pretty damn good.
To start, the production staff has some mind-boggling credentials:

Pretty much everyone there has worked on one or more shows/movies I'd rank as some of my absolute favorites. Visually, the show really shined. It had the wonderfully, colorfully slummy feel of constantly watching the Mushroom Samba episode of Cowboy Bebop, heavily mixed with the crime-ridden slum city look of Black Lagoon.
I was also impressed with the character designs, especially the constant clothing changes. Felt a little like they just wanted to show off, but they did such a good job of it, it definitely added to the overall look of the show.
The blurb on the plot on ANN does the actual plot no justice whatsoever, the presence of plentiful gang violence most notably. It's a great escape from overly formulaic genre crap, and while not anything revolutionary, it was a very fresh story. Despite a somewhat slow early-mid-section and a just barely disappointing ending, (For me anyway. It wasn't quite satisfying, but it was very close) the last stretch of the show is where a lot of action magic happens.
My biggest comlpaint for the show is that I had a helluva hard time finding good subs, especially for the first few episodes. Eventually got some good ones past episode 7 or so, but I still feel like complaining about their large font. >_>

Michiko to Hatchin: Have you watched it? If you haven't, why not?
Why you should: Visually exceptional in setting and character design, solid story
Problems: Hit-and-miss subs
