If you are level 28, then you should just go to Ariant and do every quest there except for the Queen's Tea quest. Those quests will get you to 30 automatically and they are easy to do. Just remember to go on Hidden-street.net to check out every single level -30 quest in Ariant and see what items are needed to complete the quest. Then you collect all the items before talking to the npc so you can finish every single quest at once.
