Does buff duration affect 5th job skills?

Does buff duration affect the fifth job skills? I would assume they do since they aren't hyper skills.

I have 13%buff duration and I use the Decent Wind Booster from my 5th job skills,but it seems that the buff duration doesn't affect that skill.

damn.. im wondering if i would be able to keep the shadow partner from dawn warrior's 5th job skill at 100% uptime

Most of them are tagged notIncBuffDuration, notCooltimeReset, including Celestial Dance. Dunno if that also affects cooldown reduction, but I assume so.

It should. Time Leap has the same tags and doesn't get affected by cooldown reduction.
