What could this be?

It's the first part of Reboot update, which is called Boost in jms. And I don't see jms getting reboot server in the official update plan?

An alternate version of the Burning Santa BGM was included in JapanMS and ChinaMS (no idea why).

I think it might be cultural differences. I noticed that the GMS one has the Santa is Coming to Town and Rudolph the Red-Nosed Reindeer melody in it but in the alternate one, it's not there. To westerners, we recognize the song as a Christmas jingle. But to easterners, it's probably not a familiar song. Both has the Jingle Bells melody though, which I think is universal when it comes to Christmas.
