%State or Decent SE neb on my gloves?

Hi everyone, long time no see!

So I'm trying figure a way to upgrade my gear slowly, and I'm stuck with a predicament.
My current gloves are Dragon Tail gloves - 39m.atk 21% int Legendary (so that means I won't be upgrading to Tyrant any time soon!).
I currently have 82% crit. w/ lv200 Phantom, and lv120 Beast Tamer.
With 53% min.max crit.

Is it better to stick a %Stat neb or Decent SE onto my gloves?

Please note that I don't ever plan on cubing or making a second pair of gloves for the sole purpose of switching for Decent SE.
And I'm really lazy to do Dojo for those gloves.

If you don't want to use a second pair of gloves for the buff then just use the neb. Decent SE is definitely more beneficial than 4% stat.
