I can't say much. There's a rule against forum bashing but 'objectively' speaking: NeoGaf thinks they're 'hot pomegranate' and that every developer browses their forum when in reality not a lot of people care about it. They're nearly the equivalent in /v/ in providing crappy rumours or leaks. Also the fans who post on NeoGaf are pretty toxic in general. Think Basilmarket except somehow worse. The fanboyism for consoles, PCs, etc is terrible. As a result people tend to post troll posts on NeoGaf almost all the time and some people post things in order to seem serious and official. I don't like NeoGaf.

You can trust neogaf at least as much as you would trust any public forum. Posting something seriously as true that turns out false at minimum gets your thread posting privileges revoked forever ,and if it was anything of serious value, instantly gets you banned.

I presume what Locked means about rumours starting there is the bad habit a lot of game journalists have developed of browsing neogaf topics (because news typically turns up a few hours before any major newssites there) for anything that can be even remotely used as a headline and then making an article as quickly as possible.
