I've noticed since this last patch, the Guild revamp one.
Whenever you hover your mouse on an equip, it will show add 0 range in white compare to before it will still show how much it will add to your range even youre at 2m-2m already.
So My Question is, since they changed it, does that mean they cap our dmg to 2m-2m and cant go over it?

Nope. As long as your max range is 2m, if the equipment you hovers supposedly increase range or still within 2m max range, it was and has always been +0.

so even in the past if it says + 4545646 , and ur range is already 2m-2m, u cant like manually like add do your own calculation? Don't you still do higher dmg ?

It has always been +0 if you have 2m-2m range. It has never been capped at 2m-2m also. 2m-2m is a visual cap. You can attack a monster with a normal attack and it goes over 2m (non-crit) even though you have 2m-2m range on your stats.

I can't help but wonder why that visual cap is there.
Obviously Nexon wants people to keep enhancing their gear beyond the 2m-2m range, or they'd make it a real cap. But having that visual cap, and the +0 shown on gear, serves as a disincentive.
