Drop Potential on Earrings

Is there a minimum level earrings that you can get drop potential on or is it as long as its legendary?

I think its the lv70+ tier, I don't think you can get them on the lower tiered/level earrings.

10%/15%/20% for 0-30/31-70/71+ respectively, legendary rank only.
