This is getting a little ridiculous... or maybe I'm just not understanding the magnitude of the situation, since I was only on long enough to set up my shop.

I am fairly sure it would take a micro-patch on the servers to fix the resale prices on the Alien gear. Adjusting the drop rate can probably be tuned easily (though I hope they don't since it probably also affects the quest items like the Elpam Magnets) but changing the drop table for a mob completely would take a server patch also (not a client patch). The Alien gear problem may be the primary reason they had to take down the server, but it's probably the BF and HH spawn problem that's keeping it down. Those are obviously bugged and need to be fixed.
I hope the fix is not to remove the drops from the aliens. I was really happy to see them. I would really like the fix to be just a resale value change.

I might have missed the reason, but do we even know what the USC is all about or are we just assuming it has to do with the VPQ items and their NPC sell value?

Maybe they are banning/investigating anyone related to those items?
Now the thing is that we are 99% sure that one problem was the sell price (100k-600k) of the alien weapons. The question then is if the drop rate or even the fact that the aliens started to drop the weapons was a mistake. Because there is a lot of people that started to sell the weapons for mesos but also the ones that started to farm them looking for an specific weapon for personal use.
