During 2x on 4x drop I had 3 sw weapons drop from red kraken. Do Drop multipliers apply to commerci bosses?

Even after 24 full Herb Town runs, I have yet to get my hands on a SW equip

Is Chaos Vellum the only boss that drops the Zero Fafnir scroll? I really want to get one to complete my Fafnir set, but I have not seen a single one in the FM. Also along those lines, which bosses drop the sweet water scroll? Thanks.
