Unless you mean the delay is for the marvel machine (and gain profits before they release new gear) their update highlights specifically say they are obtainable from the new region.

Now you can load up a ship and battle monsters on the raging seas to obtain brand new Lv. 160 equipment!

Basically after you finish your export/import trade solo quest thingy, you receive rewards and "this is where you obtain level 160 equipment."

Also the day/night system apart from your screen looking dark or bright... the monster spawn is also different.

I want to say because this is being designed by CMS, they want to complete the bug testing and get all the updated versions from CMS.

I am actually glad they are willing to put things on hold to iron them out, and willingly communicate them to us. That's one sign of professionalism - because screw ups happen all the time.
