I'm happy about this. I've always been frustrated that the team seems to want the person least capable of fighting a 1v1 to go off alone to do vision control. Reserving judgement for the new jungle until we see it in action, though it might be nice to take Wraiths more often as a mid if the jungler has other resources. The one thing I'm mostly concerned about is potential nerfs to Support champions to balance the increased goldflow that they'll have.

Specialized vision items are probably not wards, because they probably would have just said wards otherwise. (Emphasis on the probablys.)

Yeah it was confirmed in the comments it wasn't for wards but for the New vision items either way this change is still a step in the right direction

I suppose. It won't really matter overall though if ward spending patterns don't decrease though.

I personally didn't see it that way. That looks not too different from a typical disc-throwing form, other than the fact that her ankle looks like it's about to snap in half. Personally, I think it looks badass.
