Lv10 - +1All stat, +1w/matk, will expire, untradeable
Lv30 - +2All stat, +15w/matk, no time limit, untradeable
Lv50 - +3All Stat, +20w/matk, no time limit, untradeable, tradeable with SoK
Lv70 - +5All Stat, +30w/matk, no time limit, untradeable, tradeable with PSoK
Lv90 - +10All Stat, +50w/matk, no time limit, untradeable, tradeable with PSoK
Lv100 - +50All Stat, +100w/matk, no time limit, untradeable, tradeable with PSoK

Sum up quest:
Collect 5 pieces of fragment from monster near your level and trade it with a NPC to get Lv10 Ring.

You will need to Gach for the ingredient and take the ingredient to an NPC to enchant the earring, however, it could either upgrade or downgrade the earring. Note that it could downgrade a couple of levels in one go.

I wouldn't worry so much. If it's anything like the tinkerer event, you'd need like a hundred thousand marvel spins to get the maxed earrings.

This is why the chinese region is one of nexons most profitable regions

What exactly am I looking at? Are those scrolls that increase the cap or is there something else about that Thermometer? I don't see how it adds 2m range unless that person already has a massive amount of stats and just doesn't have a weapon equipped.

Exactly as per what you said. The weapon is rubbish to start with.
