The Riot guy on Reddit said he is coming in 3.10

[COLOR="#0000FF"]Lucian could mow down a whole team of squishies, but if any of them dodge, he misses, he gets cc'd, etc then he really doesn't do much else.

The fact that you have to build armor instead of mres against him is good, cause lucian will never be buy void staff or anything.

Plus I doubt he'll be that fed and have that much ap anyway. With nashors and lich to let him do some damage other than his ult, and to spam more w's, he's still pretty weak outside his ult. The ad builds however are delicious

[COLOR="#cc8899"]Don't misunderstand - I'm well aware that it's highly unlikely that he'll get there in the first place and how unreliable the damage is. That being said, a .4 AP ratio per bullet on a 30s cooldown is still absurd. It's not even about teamfights - that much damage rips Baron apart, it's up every teamfight and he remains mobile during the entire affair. If he uses it at the start of a fight, it's up again at the end when he's kiting/being chased.

It's a horrible build and highly unlikely to ever be used/seen on him. But that doesn't change the numbers on it being absolutely broken, and frankly I want as little encouragement as possible for anyone on my team to be building AP Lucian.[/COLOR]

Well for anyone complaining, people like malphite, hecarim, vi counter lucian so I think he's gonna be fine. Rewards players who can stay safe, and he has some easy counters

FFS. I've been waiting weeks for this and have had 2,000 RP sitting around the entire time. To hear this frustrates me a little. *sigh* At least this gives me time to play with the Master Yi rework until I get bored of it.

This made me sad too. I want to bear punch people with my new skin already. Primal Udyr just feels so crappy after watching all the particles on SGU's preview...

Gives my RP spending habits time to breathe though. Lucian bundle is instabuy status alone thanks to that breaking bad reference. Then when I think back to all the skins I bought last month...*shudder*

There's still no excuse for the ratio being that high on a multi-hit skill. I'm worried primarily about him pubstomping - it'll be too easy, I think, to rush AP on him in a pre-30 or low bronze game and rip people apart. I'm not worried about him above that level, but Riot historically balances around both extremes.

I think it's balanced around the fact that it only hits one person at a time. If you compare it to other aoe ults, and put all of the damage they do to the whole team into one number, it's kinda similar to Lucian's when he builds ad. The highest damage you can get from his ult is by getting like 4~5 nashors and a dcap, because of all the ap and attack speed, but I doubt you'll even get to your second nashors when you basically only do damage for 5 seconds, then none at all after that.[/COLOR]

Even Riot agrees that people seem to like champions with bad design and balance.

I just hope they keep it close in strength to how it is now. If the person is really ahead, that's the only time they'll be mowed down. With like max items on ad build, the max damage I got was 5k, but that's w/o boots and full build. Ap should be nerfed if anything, ad seems fine.[/COLOR]

Unofficial PBE notes notes that Runic Bulwark is going to be removed, and that build path is changed so that Aegis can be upgraded to Locket of the Iron Solari

My reaction: While everything and anything about these notes are preliminary, if the Runic Bulwark changes do find itself in the patch notes on the live client, I'll be a sad panda (that item is incredibly awesome because of how much it benefits everyone on the team). However, for all intents and purposes, Bulwark is not only gold efficient (especially when at least one ally is benefiting from the aura), but it is a very powerful team item given the fact that the amounts of resistance the item's aura provides can help teammates survive the onslaught in teamfights enough to make a significant difference in the outcome. (Especially the amount of MR it provides...it can help a carry, for instance, survive the burst from AP champs in teamfights and allow him/her to live to wreak havoc). Some people - especially professional players - have started to point out how incredibly powerful this item is, noting that not having Bulwark can mean lost teamfights (and by extension, outcome on matches). All of this reminds me of the old Aegis of the Legion, where its old aura provided similar benefits that Bulwark currently provides and was changed because it was not only gold efficient for the stats it provided, but also "too powerful"....

tl;dr on the above paragraph - Stats that Bulwark provides are so beneficial (both in terms of gold, the significant amount of resistances it provides and its impact on teamfights) to the point that the item is seen as on the "borderline".

And if this change does go through...its going to be interesting to see if junglers' item paths are going to be changed significantly. Currently a lot of junglers run SotAG/SotEL, Ninja Tabi/Mercury Treads/Boots of Mobility, and Runic Bulwark as their priority items.

Hurry I can't wait until I can break out my semi-static jungler build.

Of course my jungler will still probably end up with >>>SOTLE or SOTAC or whatever, boots 2, then Locket, but at least from then on I can build a Bloodthirster or something.

Then again my support build will end up being philo, sightstone, boots, locket, and shurelya's. Boo.

Keep in mind that other MR items were added before they sort of merged Bulwark and Locket into one item.
