To claim it; no.
But to open the box, you'll need to be level 30.

hot time boxes can be opened at level 30, claimed at any level but they expire unopened.

i wanted some things on my wind archer so i had to level her from 10 to 30 in the same day @_@

They can. Today Saturday 13 of July in the year 2013 I was able to make an account and acquire an extra beryl heart from the hot time reward.

The patch notes only list the requirement of being level 30.
In the past they used to say "accounts created before <date>".
I assume they've decided to waive that requirement. You can have as many hearts as you can level characters to 30 in one day.
Better than letting the farmers with 9000 level 1 accounts get them all.

That rule has been in place for years. Why would they suddenly change it? Just because it doesn't EXPLICITLY say it that does not mean it no longer applies. Clearly it wasn't intended, and is now fixed.

Because they realized that rule didn't prevent farming. Certain merchants have hundreds of "skip the tutorial" mule accounts. The "created before <date>" requirement only stopped new people who didn't think of making more accounts ahead of time.
The level requirement requires some work, whether beforehand or on the day of the event. It used to be 13, I think. Now it's 30. It will probably be raised again when Nexon thinks there are too many level 30 mule accounts around.

hope not! thankfully xenons are easy enough to get to 30. and yes, the old requirement was level 13, i have a bunch of level 13 luminous, now i'm finishing my 8th hot time account (1 main, 1 submain, 6 mules)

There's still a limit of 5 account verifications per ip per X hours.

Managed to get 30 hearts (bought most for 20m 5 mins after hot time started).

I have no idea what to do with them all, but it's taking everything in me to not scroll some with 5 att.

Hopefully they go up in price while I'm playing FF14 till RED.

Any kMS player or someone else willing to confirm that there's no other perma hearts coming in the near future? Because I'm planning on waiting a little and selling these hearts.
