It's for the best though. The Weapon Enhancement Scrolls give the same amount of HP/MP as the other scrolls, while also not giving any attack whatsoever. Though, that's arguable, since the Chaos scroll booms at a 50% chance upon failure (which I now see you noticed).

Sometimes I just can't help shaking my head at Nexon's complete ignorance of its own game. Why would anyone think these scrolls are in the same tier of rewards as a character slot coupon or unique potential scroll? Why would anyone even add these useless scrolls to the game in the first place?
