I think they changed the delay.

The Ball Delays are now all 90.

Ball delay has nothing to do with cast time, it determines the speed the projectile hits the monster. This change could be reflective of a lowering of delay so we'll just have to wait and see.

Ball delays don't affect the actual delay of the skill though, but I do hope that says something about the delay.
