It's new from the latest patch.
You can get all three at once by using a special cash shop scroll on an item with no bonus potential at all, or you can use the various add-a-line stamps (they can give the 3rd line even though the description says 2).

Same rate as the 2nd line. It just depends on the carver. Silver is 60%, Gold is 80%

Started from 8 Attack. I just need to Clean Slate that 1 slot back.

Except they are all untradeable besides Unique Potential scrolls, and the horns have to be Share Tag'ed first to be moved.

Except hot times aren't extinct...not really sure why it's terrible that it isn't epic anyway. It's not like it's a very good hat even if you are a demon slayer, and 3 lines is the best outcome you could realistically expect from a reveal.

When Azwan first came out I no-lifed it until I hit level 70 Honor and didn't get it with all the Circulators I saved up, then I no-lifed Azwan again after the revamp until level 74 Honor making use of the bonus coins every day and still didn't get it, so I've settled on 22% Critical Rate. It just isn't meant to be.

If it makes you feel better, I no-lifed on my Luminous (not as bad though) and tried to get it, but just decided to settle with buff duration.

Finally something worthy of making me scroll a new weapon.
