Should schools provide condoms to students?

From what I've heard, most free/handout condoms have a failure rate thats somewhat above the better ones you can buy in the stores. Especially the ones handed out at clinics/schools/concerts.

"it can help pregnancy and other harmful diseases" as implying that pregnancy is a STI.
If he says "t can help pregnancy and harmful diseases" then it will be ok, I guess. As said below, just bad wording.

The failure rate includes people who don't know how to put on a condom.
