In light of recent evidence regarding denial of service (DoS) attacks on players on the North American server, we investigated allegations that Good Game University (GGU) General Manager Sam “Hexo” Bouchard has engaged in this prohibited behavior.

An investigation has determined that seven LCS North American pro players (plus one team coach) have been engaged in Elo-boosting. These violations occurred as early as the middle of Season Two and some have continued until recently.

I hope they also banned the boosted accounts. You do almost nothing with suspending the elo booster but not those who had their elo boosted.

Some people claim that on Nyjacky and the others were just playing with their fans. Sucks to be them though.

The fact they were playing ranked makes it as such. The way I see it, he didn't do it on purpose but he should've been playing normals.

ELO Boosting is when a high-ranked individual plays on your account for the sake of boosting your rank. Duo queuing with someone who's higher ranked than you is not ELO boosting. Yes, it's a touch unfair to the other team, but then there's also the balancing that'd happen anyways. Yes, he should've done it on Normal, but one game with a high-ranked individual on your team isn't going to inflate your ELO as much as direct ELO boosting would.

In Nyjacky's case, there's no evidence confirming his guilt or his innocence. Rhux and DontMashMe came out and said "yeah we did it".

It's funny because there's nothing that actually is solid evidence of Hexo DoSing people mainly because it never happened. In the first instance where he's suspected, Cruzerthebruzer was lagging during s3 LCS qualifiers (GGU vs. aL). Robertxlee basically claimed that Hexo did it because he apparently had a history of DDoSing. Turns out that was complete horseshit. The other weird thing was that basically a little while later in soloq, Hexo put in all-chat some "find-ip" command as a total joke (do you really think something in allchat is really going to find someone's IP?). Turns out, Robertxlee d/c'd from LoL but his stream never crashed. Hexo was playing a joke in poor taste and doesn't know how to be a public figure at all in the second case and I don't even know why Robertxlee suspected him in the first case.
That's not to say that he's not an asshat in general, he just never DoS'd anyone.
If you read the actual statement you would know at least the first part and if you did some investigation you'd find out the second part.

Hexo has violated the Summoner’s Code and the League of Legends Terms of Use by implicitly threatening to launch a DoS attack on another LoL player and may be guilty of the much more serious infraction of engaging in DoS attacks.

It matter not if he actually DoS anyone, the sole fact of threatening someone with that its cause for warning/infractions.

If only he wasn't dumb enough to do it on a stream with hundreds of people watching this may not have escalated so much.

Yeah, I'm not entirely sure how RobertXLee thinks internet works. Either that or he just immediately started screaming DDoS without checking to see if anything else disconnected.
