I never really actually cared for hips or waists, unless they're overly disproportionate. I'm not even sure what constitutes a "sexy" hip or a "sexy" waist.

This. I'm attracted to ass, but the hip to waist ratio makes it seem like the woman has to be skinny or a certain shape.

Hips to waist ratio defines the bottom half of her curves. I definitely prioritize a lady's curves over breast size.

Of course, my number one concern is her face, but everything else has to be balanced as well (personality, body, hair, etc).

I'd be inclined to agree if i didn't hear horror stories of this one girl who lost a ton of weight through anorexia/bulimia and ended up with tons of stretch marks and flaps. x_x Looks great in clothes...but can't stay at that level forever. Plus it's not like she doesn't have the clingy personality that someone with that history would have.
