Does Honor Level Affect Inner Ability?

Does having a higher honor level affect the chance of getting higher ranked inner abilities? I've looked around for a while and couldn't find much about this.

It doesn't, unless you note that higher Honour level= More circulators stock-piled= More lines= More chances of getting higher ranked inner abilities.

I assume you're randomly assigned a level upon using a circulator in order to vary the effect of the bonus.
