Guess I worded it poorly.

Empress equip: says nothing about "Unique equipped item" but can be fused
Phantom's secondary weapon card: says nothing about "unique equipped item" yet can't be fused
Rising Sun Pendant: says "unique equipped item" and can be fused

(I really don't get the logic behind these patterns and fusing, if there is one at all)

I probably suck at communicating but I'm basically asking if you can fuse the Tempest rings if anyone cares enough to try. :|

There is no relevance between fusing and being unique equipped.

Unique equipped quite literally means that you cannot wear a duplicate of that item. Which is why only rings and pendants use it, because those are the only slots that it's even possible to wear two of the same item anyway.

Fusing is something completely different, and I BELIEVE the tempest rings can be fused.

Only items I've come across so far that can't be fused are infinite arrows for mercedes and phantom's card. I think all "special" off-handers are like that.

Ok. I wasn't 100% sure there was a relationship or not. Just covering my bases so I don't pineapple myself over.

Pretty sure you can, it's just a unique equipped item so you can't equip more than one.
