Apparently, there is a bug preventing Jett from advancing at 100.

I advanced with my JETT after the patch at level 100. I got the final core with potential on my equip tab, but my link skill hasn't upgraded yet.

I think I need to be 120 for that one.

I advanced just fine. People are probably forgetting to do the required quest you get around 80, or so.
