From what Jay had to say, the only thing that's worth knowing is that we get a preview of what's to happen at that date, the same date that GMS gets Tempest part 1.

It's essentially saying, this winter with the updates coming, your character will be stronger and they hope to bring in some more interest in hunting.
Several changes are to come and they will all be revealed on November 29th.

The first patch will be on December 6th, which would be the first step towards big changes.

I guess we'd have to wait for the final changes before rejoicing or complaining.

I wouldn't discount it. Note that December 6th is only the start of something very big and 5th job fits into that as there's a lot of unused SP to count for.

So far they have raised everything bar max character level...so why not that, gogogo lv 300.

Reality's stranger than fiction at times. All I'm saying is that it's really doubtful that they'll leave that SP hanging about.
