Change to usertitle ranks

You should make it so once someone has achieved a certain rank, they can change back, to only ranks previously achieved.

They remind me of newgrounds. The blam/protect ranks there just keep on getting updated reflecting how far users get with their numbers (they aren't based on population or % or anything for some reason).

On-topic so i don't get banned for spamming: Well, they're better than the old ranks. I'd prefer there be more badass sounding scientific names, but science > flowers so i guess i can't complain. :/
