Cat and frog mobs seem to be pretty bugged. I'll get the notice that they spawned, but they never actually did.

I've already had 3 cases where it says the frog has spawned, but he's nowhere in the map.

It was that way two years ago, too. Sometimes they spawn with no message, sometimes there's a message and no spawn, and sometimes it works right.

Has it? Man, it's been so long I barely remember this event lol
