There were/are 4 ways to obtain the skin that I know of

A. If you attended day 3 of the playoffs they gave it as compensation

B. There's a twitter contest for it right now where you take a picture of yourself with your friends in riven's pose and submit it to their twitter (with some other details)

C. You get it if you attend the world finals in person

D. It will be buyable in the store for 3~ days and then never sold again

You either have to show up live for the finals, or enter a sweepstakes drawing by following @LeagueofLegends on Twitter and posting yourself doing the Championship Riven pose. Props not required, but helpful. (source)

And for anyone wondering, entering the code that shows up on the finals stream only gets you a summoner icon.
