I found at least 20 while I was hunting there, moved on to Bone Fish now though. Significantly less adorable unfortunately.

If you were in GAZED! Neither are particularly rare, but Bone Fish are super annoying.

Did you try using it? Last time I had one of those drop I used it and it disappeared and didn't do anything.

I've always thought it was +/- 5

EDIT: I meant from drops, I knew about maker...

It's always been possible to get 7 above average. The max is 8 above average.
Went hand-in-hand with the old maker skill. You could forge an item that could gain up to 8 attack more than average (3 att from adv. diamond, up to 5 from a black crystal.) This also applied to items that you could find.
Example:
