Siege mode's delay is not affected by weapon speed. It's fixedly 250ms.

Siege mode delay varies between 183ms and 250 ms.

I tested it with frame by frame comparision on a 60fps video, it's never stable, it gets compensated if it is late or early the next time it appears. On average it comes closest to 210ms
