Oh, don't forget Blast, both cast time and spamming delay. I have a feeling I assumed the spamming delay for the cast time on my %DPS thread :x
Energy combos should get a boost from the values I currently have.

Still noticeable enough that you wouldn't want to spam it.
I assumed cast time of 1.05, which is definitely not right.

What are the attack speeds for the energy charged attacks? Drain and Energy Orb (and Energy Charge's "Power Guard" effect, if applicable).

I'm pretty sure bubble touch is done either once per second tick or synchronously when you get hit, but what do I know. I don't officially have a Marauder.

I think there's actually a tiny "field" around the bubble where monsters within close proximity automatically start taking seemingly random damage.

But then I guess my real question is how many times you can take touch damage in a certain amount of time? But I guess there's no point to that, since not many people would purposely hug a major boss just for some extra PG damage. As for Drain, I can't say for sure but doesn't it seem to be just as fast as Flash Fist? P.S. Btw, I'm the same guy who sent you the mail inquiring about attack speeds.

Drain: 133/min, or 450 milliseconds.
Flash Fist: 510 milliseconds at the same speed rating.

If you say so, lol. The only glitch i see with the skill is that it activates with all melee classes, but so do all passive skills. (mastery is maxed at level 1, stun mastery works for everyone, etc. It's fun for hunters, since attacking a stunned monster means 100% chance of 260% damage, rofl. Hm. Today I decided to take a closer look at Character.wz...
I assembled this list by going through each 'action' listed under one of the character directory things and summing up the delay attributes of each of their frames.

I noticed that a large number of these, particularly the skills, match up perfectly with your data on Normal (6) speed, with the exception of the gun skills, which seem to match with Fast (5) instead.As for the normal attacks, most of the weapons that actually have Normal (6) are listed as 810ms for normal attack speed, which is the closest 30ms-multiple to 800, most of the basic attack animations (swingO, swingT, stabO, etc). The only exception here, Spears/Polearms, are listed as 750ms, same as stabT1 and stabT2. This would also explain the 'random 60-90ms increases' noted, since the delays would be alternating between 750 and 800 depending on stab/swing. Note that Fury, a forced-swing attack, is listed as 810ms for Normal (6). This is significant because it provides pretty solid evidence that skill speeds are based on data from the wz files, and not originated in the client. Now all that remains is to find out how attack speed number works its way into this, and all speeds will be obtainable from extracting the wz alone.

I'm confused about the whole "Speed Booster doesn't stack" bit. If that were true, what makes Speed Booster useful at all? Or was he talking about a Private Server?

Looking at the numbers it seems that with different speed numbers, the millisecond counts are roughly proportional to the speed number plus 10. So the Faster (2) speed is 12/16, or 3/4 of the time of the Normal (6) speed. There are some notable discrepancies with that theory, though. Editing speed numbers would provide much evidence. Attacking with that 15 speed mace would take 25/16 more time than a normal speed weapon according to this theory, or 1250ms with regular attack. Relatively easy to test out on an unofficial server...
