Ok, like EQ, Sacred Fire, Ancient Power and some [insertluls/Sunny Day] here. Ho-oh gets raped by anything that has Rock Slide, especially from an Aerodactyl. 4x, bro. Lugia can pretty much near-OHKO anything that isn't Steelix, Rhydon, Aggron, Metagross, or Skarm. What can Ho-oh do? Oh yes, STAB'ed Sacred Fire with it's crappy stats. It's movepool is so shit, no one bothers to even use it even if they had an Uber team.

Opinion

Lugia is undoubtedly one of the sturdiest physical walls in the game, but is actually numerically stronger special defensively even with the standard spread. This results in a very evenly rounded wall that can take almost any attack; it's extremely difficult to OHKO something with a 106/130/154 defensive layout. Lugia's good 110 base Speed is also higher than that of many Ubers, including Rayquaza, Ho-Oh, Palkia, Groudon, and Kyogre without Choice Scarf.

With it, a Dragon Danced, Life Orbed Outrage from Jolly Rayquaza maxes out at 72%, allowing Lugia to survive and dealing a fatal blow with Ice Beam. The boosted Defense also allows it to wall Ho-Oh much more effectively.
