So, how you determine the 3rd poke your safari gives? Do you have to reach a certain point in the game?

As stated above, you need to beat the Pokemon League. You also have to be online when someone enters your Safari for the 3rd to show as available.

Is it odd or bad luck that all of the Dittos I've gotten from Pewsks's Safari all had limber on it?
Then again, I send out Gardevoir with trace to seek out abilities. I don't think trace copies imposter right? Edit: nevermind, imposter activates before trace and trace fails.
