There is a way for Mods to do it if "Show edited by note on edited messages?" isn't set to no in the Usergroups and that is by placing a message into Moderation.

Not fully, by default, yes. But any usergroup can be set where it won't show up. Plus if an Administrator has a secondary usergroup on and that usergroup will show the "edited by" the Administrator will also have it show up.
