I actually kinda like the idea of lowering the cooldown on res through Combat Orders. Considering Bishops can heal AND Paladins seem to never die, this looks like the ultimate party support here.

You don't even need HB to survive most bosses after BB. Combat Orders boosts damage, defenses, reduces cooldowns, everything. Both are good buffs with completely different uses, though.

I'm not sure what you mean by this...
MW32 (instead of MW30) is only a 1% increase, which translates to more like 0.7% irl boost.
And taken overall, 16% MW is still about a 13% boost to overall damage.

I'm interested in knowing if speed infusion/wind booster @ level 21 will mean a -3 weapon speed or not. If so, I might want a higher level polearm for my aran.

So... Level 1 and 11 don't differ in weapon speed anymore? That means no more than level 1 Wind Booster is required at all. Though, ~200 second Wind Booster would go nicely with max regular booster.

Hells yeah, using a reverse PA won't be so bad then. (of course I'm aware I wont always have combat orders, but maybe if i get a boost of +1~2 to all skills from potential identification then this will be quite nice ^^)
have we confirmed that the potential boost ALSO breaks the cap?
We definitely have confirmation on CO and from reverse gear so we'd assume this would break the limit too, but we wouldn't want to make any bad assumptions (which I sort of did in my first paragraph  )

Was there any mention of any damage caps being raised? i know that the Marksman Vid earlier was showing 500K snipe which i was told to be the same as before, but if im not mistaken were normal non uber hax hit limited to 200K? i see that this may not be as much of an issue but with the dawn of these %age equips and what Battle Orders seems to be able to do for out %ages, it may come into effect, (i recall a Hero with range near 20K (shown in stat window) and if were popping an extra 2-5 levels onto Adv combo that could result in a crazy Panic driven damage cap hitting attack or even assassinate damageness or Airstrike... there seems to be a number of attacks that could be affected by this and was just wondering if there is any way to see if anything of the sort was changed?

Damage cap is now 999999 if I'm not mistaken.

16% MW is about a 6-7% increase in overall damage for a well funded character...unless +% gear is applied after MW? I guess that makes sense.

If you're talking about Combat Orders, no. All skills in the game that work with Combat Orders are in the first spoiler on the first page. If it's not there, it doesn't work with Combat Orders.
