There won't be one for the most part, probably. At least for a long time. Even if we do need one, the proxy system has had a drastic improvement with JMS in the last patch; we only need to have the proxy on until we get to the hackshield thing. Then you can bypass the IP ban, and use your own IP. And we have a US proxy that bypasses an IP block, that hasn't died in a week. Still going. But most games don't have IP blocks until they see our logs; if they do. even then, it depends on the company. This isn't nexon, so we don't know how anal they are. And it won't be for years to come, look how long until the JMS ip ban was implimented; 2 years.

Actually, HanGame is more anal about IP blockings of their games. In fact, they're the other branched company that hosts MapleStory Japan, if you remember. They have an IP block on more than half of their games. Though, I doubt there will be one on Dragon Nest. It's like a 10% chance of there being one. Only time will tell, though. If there is going to be, we have guides, so it's not an issue.

Proxifier. Google it, install it. The proxy we have now is 93.166.121.106:1080. It's a socks5 proxy, and there is no password. The website we use is http://www.proxybridge.com/proxy-socks/ . Click on the US flag, and look for any proxy that starts with a 9 like the one I gave you. You won't need to do this until the one ^ dies though. It shouldn't for a while, and even then.. we won't probably have an IP block till months in to an official launch.
