Okay, it appears that even though only the bonus damage crits, it's essentially still a buff to crits since the bonus AD part will be higher now, according to this post from a Rioter:

The ult range thing was top on the priority list of fixes. Also, if you cast your ult while spinning it stops the spin and casts the ult (or it should, anyway. If it doesn't it's bugged).
Garen report : probably a pubstomper, Youmuu's finally has a champion that can use it. Specifically, Garen is good at diving unprepared backlines. Q, sometimes W, run to the back, attack squishy, Judgement, ult, W if you didn't use it before, leave.

This is somewhat old news, but there will apparently be tiers across the whole spectrum of ranked games instead of "bronze and higher". What would this mean in terms of rewards? Who knows.

@Updated UI, the outline seems a bit thick on some areas. A little slimer would be rather nice IMO.
@Foxi UI, been using it for a while, it's awesome, but takes a while getting used to lol.

Since they made the change to TTS making it scale with crit damage modifiers. Crit has always been a good stat since a few TTS crits = a dead enemy, and Youmuu's always synergized with Xin's kit. Wukong is another example of a champ that can use Ghostblade.

Okay and...? I've honestly never seen him being played, nor did I actively seek a stream on his play. Neither do the majority of LoL players, who don't know that GD exists.
For the rest of us, including me, PBE signups have been restricted. I don't know the full details. But it involves Riot's desires to weed out the trolls and ragers that ruin the large scale testing data that PBE was meant to produce.

I'd say flat out weaker. It's nigh impossible to be aggressive early game without putting a neon sign above your head saying "come gank me" because her attacks push the lane even more than before and her Shunpo has a ludicrously long level 1 cooldown (14 seconds), with very low damage so there's no other incentive to level it up.
She can't successfully sneak in any meaningful harass in lane without putting herself at a massive risk. Q does very little damage on it's own, so you have to blink into melee range and W/pop the Q mark, then run away. The sad part about this harass combo is that for the level of danger you're putting yourself in, it doesn't do very much damage. A simple Annie Q/W combo hits harder, stuns, and is far safer. In the end, she went from being a "high risk, high reward" champion to a "high risk, low reward" champion. :\
