I googled about it after posting, actually. The atoms would move at the speed of sound. What is the speed of sound of your stick? I have no idea. The speed of sound in air is around 1,200 km/ h at sea level. In steel, it is over 3.2 km/ s.

Gravity would pull you out. The water stays there because sealing off the top and sucking the air out creates a pressure imbalance. 14 lbs/in^2 of force push the water up, and 9.8*waterMass push the water down, approximately.
Does someone know how to do that math? I sucked at fluid dynamics in Physics.
