I just got all 5 peridots in 27 minutes. I didn't even use the entire Easter Egg Buff.

I did this about two months back. Yes, they've pretty much adjusted the rates.

It's always been possible to get 7 above average. The max is 8 above average.
Went hand-in-hand with the old maker skill. You could forge an item that could gain up to 8 attack more than average (3 att from adv. diamond, up to 5 from a black crystal.) This also applied to items that you could find.

Originally, max was +5 from average.

Then gachapon came out, and items from Gacha only could be +7 from average. (or on low level items, 1 more than normal variation allowed - eg. PACs go from 0 to 4 with 2 as the average)

Then original Maker came out, which could go up to +13 from average (+5 due to normal variation, +5 due to BC, +3 due to diamond). There were quite a few Cravens in the 10-11 range presumably cause people have always spent way more on Claws.

I don't know when they changed normal drops to go past +5 from average.

Welp, I stand corrected then. That's pretty impressive, the +13 possibility. Wish we still had that around :<

Gach items always seem to vary the most in stats. I've seen 3 attack Empress equips come from gach (4 attack for overalls), and the instructors can only drop up to 2 attack items (3 for overalls).

Last I checked 1 point below in stats/attack, and something like 5-10 for def, avoid, hp etc. (since in general they count for a fraction as much for other colours too) - it counts the total difference from average.

Best VIP I've seen gached was a 123 atk 1h sword. Most are 116-117.

No. There are also level 90 "Superior" potions that give 70 stat for 2 hours, and level 100 "Exceptional" potions that give 80 stat for 2 hours.

For items with W.ATK as the only stat (e.g. Necro equips) two w.atk under is enough to make it gray. I don't know what happens when you throw in def/stats in the mix.

I'm pretty sure even 1 stat below average is gray (10 for DEF, Accuracy, Avoidability, not sure about HP/MP).
