ok for ur desktop its possible the wireless adapter cannot use the Dual Band technology (5ghz) that your wireless router is emitting - I suggest trying ethernet or upgrade ur desktop's wireless adapter
as for ur laptop, its obviously faster because it can use the dual band technology ur wireless router is emiting
hopefully this clarifies why ur desktop is slower than ur laptop
