That is something I have been trying to figure out myself, except in the sense of MapleSEA. We've yet to ever get these as permanent additions so I can't discern their strategy but I do admit that the need to buy these items to perfect your item now may compel some people more than if they were always there in the shop.

On the other hand, given that some players may be fresh out of cash right as the sale starts I would personally choose to make them always available. Sure, I could get a surge in sales and then some from the people caught in a frenzy but I prefer stable income from stable sources and I'd use other methods for quick bucks such as 4x cards or whatever sales.

Obviously they believe they'll get more sales this way.
For example, we know we're going to get another two 5-star enhancement scrolls, one on the 16th and one on the 23rd. We'll be wanting (Superior) Shielding Wards to use with them. Maybe also Guardian scrolls. How many? Gotta stock up today, because they won't be in the shop on the 16th, and who knows when they'll come back again.
Or, you know you'll be wanting to scroll your Hayato's weapon when we get them. How many of these cash shop scrolling aids will you need? Stock up, stock up!

It's kind of hard to tell. They'd get profits, but they'd be in surges and only when they rerelease them whereas if they're always in the shop it's a steady flow. Arguably the temporary system could make more money since some individuals could be pressured to buy them a little bit earlier than they normally would need them.

It's also arguable the permanent system would make more money, cause if they'd been in the shop consistently since last fall, I would have finished scrolling some of my gear before they gave away a bunch of free ones. Now that free is on the table, I'm not gonna "stock up" on anything. I'll only buy wards if I have a bunch of NX or something.
