When you attempt to connect to a socket and there's nothing listening on the other end it's immediately recognizable as down.
When you attempt to connect to a socket and it's listening but not can't respond in a reasonable amount of time it's unreachable.

I think the trouble is the channels just screw up every couple minutes (not sure if that consists of accidentally losing all incoming connections or what) but in between respond correctly to the status pings. It's still possible to log on channels that aren't playable, you just don't stay on for long.
