I can't claim perfection with FJ (I'm kinda laggy atm which makes it take a little longer gap between than I'd like) but I did 3 runs across the bottom of FM7.
1) big fail. Missed FJ on 2 jumps. 4.65 seconds
2) better. Didn't really hit it at the optimum time though. 4.05 seconds.
3) best. 3.8 seconds.
I stopped the timer when I hit the wall, not when I hit the ground, cause it's about the distance traveled. I'd guess there's another 0.1 to 0.2 seconds improvement if I were lagging less.
Using Haste in all 3 cases of course cause I kinda always have Haste.
Baseline: 9.85 seconds with 140% speed, no techniques.
I can't do the Combat Jump reliably enough to get a good test under Haste conditions, best I recorded was 5.6 seconds :/
I do actually have 129% speed/119% jump on my Paladin... cause it's helpful.

I got the same times with combat step and recoil. I used the normal combat step set up, and did recoil+float manually. I didn't test any of the others.
I was really surprised how easy it was to do the combat step jump. I wish I knew when I was training my Aran all those months ago.

EDIT: Also, with regards to Recoil Shot, I'm not sure if using Float is faster. My 18x Corsair friend just uses Dash/Recoil Shot/Jump, where he chain dash jumps into a recoil shot to move around. He says if you do it right you maintain the dash speed through the recoil shot, and thus have a nice 140% when you hit the ground, allowing you to keep moving faster than if you used Float.
This all being said, that's just his personal preference since before the balance patch Float was apparently not so good (?). He hasn't tried it recently, so take it with a grain of salt. But I'm curious to see if the Float/Recoil Shot macro is faster or slower than the above method.
EDIT 2: And I also agree with the notion that Teleport is a better training skill than Flash Jump. Using FJ is just a pain in big mobs - I used to test it out on mobs of Skeles we had in this private server in FM 10, so the same flat ground as the FM 7 testing room. With punching it was really a pain to move around TT since you have to make sure you FJ above them and not INTO them, but with the removal of punching and the new training potential of Avenger, it might not be bad. But telecast grinding is just so fluid.

I recommend putting Combat Step on a macro. Don't use arrow keys when you Combat Step as you lose all momentum when you walk after using it. Press Combat Step. Spam Jump while you're Combat Stepping so you lift off into the air as soon as possible. This gives you a huge distance (basically double) as your jump keeps the momentum from Combat Step's movement. Press Combat Step macro so you Combat Step as soon as you land and repeat to travel long distances.

Just tested jump+Soul Runner on my Dawn Warrior.
With 140% speed + 119% jump (what I happened to be able to equip): 5.2 seconds was the best I managed. Didn't time it perfectly to 1.5s macros or whatever. The delay is definitely what stops it from being awesome though, at this high speed/jump it takes 3.5 hops to go across the FM room.
Flash Jump can be cast when you're jumping upward, regardless of how long it's been since you used it, as long as you have touched the ground since you last used FJ.
I'll go back on my Aran now to see if your explanation helps me do it more consistently.

I'm under the impression that Combat Step with 123 Jump gives the best result. It's a myth to me though, I can't do it well enough to test concretely, especially with 300+ms latency.

If you use combat step, then WITHOUT holding any directional pads jump at the right time, it will send you flying in the direction you CS'ed in. I don't really know if this is faster than flash jump spam, but I have been able to outrun level 200 mounts, and even teleport when I spammed it.

Combat Step > Jump > Jump
The second jump is the one that works. The sooner you hit it, the faster you're still going. I dunno why it works like that but that's how it seems for me.
I still can't get it anywhere under 5.5-5.6 seconds, though.

Combat step(DO NOT HOLD ANY MOVING BUTTONS, if you are walking in ANY DIRECTION IT WILL NOT WORK)>Then jump when you are near the floor sliding animation, for obvious reasons, wearing face stompers or any other kind of spiked shoes nullifies this(and screws combat step over entirely).
You can't by holding any directional buttons, and you just need to jump around the floor sliding part, it's hard to do it, but once you get the natural feel of it, it's actually really easy to do.

Inertia and friction. I know I'm applying Physics to Nexon's creations, but it does make sense here.
If you FJ in one direction and keep hopping up after you land, you'll notice the Inertia part. I do this to throw stars at my back's direction while still moving forward. (Jump, FJ, turn around, jump again when you land, throw star while flying forward with inertia, rinse and repeat upon landing)
If you do a single Combat Step, you'll move slower over time and stop at one point, that's friction.

Yeah, but it's easier with FJ because you're actually off the ground while the animation's going, and you just have to tap jump when you hit the ground. With Combat Step, you're in the skill animation for a fraction of a second, then you start sliding, and you need to hit jump at the instant you start sliding to get maximum speed.
If you Combat Step off an object, you can tap jump right when you land and it works the same way, but it's a lot easier to time. Also tends to let you go faster.

Off a ledge or whatever works best because Combat Step gives you horizontal movement speed. The reason it's so slow is because friction stops you from moving the same distance as you would off an edge, hence why you also cover so little distance going up a slope. This is why you go so damn far in El Nath. With the Combat Jump method, you could cover the entire main town in Nath possibly just as fast as I can cover FM7's floor. (Well, maybe not that fast, but damn son. Ain't gonna lose to any Flash Jump.)

The jump+combat step technique isn't realistic for most of us. My fingers are already bloody nubs from training my aran to high 7x.

Indeed. Also for those who don't live in California aren't blessed with 20 ms ping times to their game servers, so it can be harder to consistently pull it off for some people...

A long time ago, you could spam potions and be fine. Nowadays you can't use a potion and a skill at the same time.

I believe that only works for buffs. Because I can totally use a potion while I'm using triple throw. And gunslingers can totally back me up when I say that recoil shot doesn't cause this lag at all.
If anything, compare it with teleport, I guess, but longer time without a potion. Heck, you can't even throw stuff from your inventory in midair.

It's also useless in maps with monsters, cause if you get KB'd, it screws the whole thing over. I'd say FJ and Teleport are definitely the most practical of these (compared to jump+combat step and jump+soul runner, anyway - I don't have recoil shot yet) FJ because you can use it while jumping, Tele cause it skips behind mobs.
I also learned from the FRAPS experimenting that it's not a real frame freeze - MS just stops updating the picture for 0.3 seconds sometimes. Like, every 10-15 seconds. It's fairly annoying. If it were actual frame lag, I'd be seeing skips in FRAPS, since it runs the frames at a constant fps regardless whether the game is producing them at that rate.
